Most states have restrictions for licensing if you have committed a felony or pled no contest to a felony. There may be exceptions but you will need to contact the Florida Department of Business and Professional Regulation for that information. I would recommend that you refrain from purchasing until you know that he will be able to get a license.

I would recommend that you contact the Florida Department of Business and Professional Regulation. As an agent in the US, you have to work for a broker. In some states you are required to show residency or legal proof of presence. You will need to check with them regarding the requirements.
