All of those options are available. the Groupon is good for pre-designed arrangements, custom arrangements, stems, bunches, plants etc. You can place your order using your Groupon in the store or over the phone.

If I buy an arrangement less than $60 Can I pay the shipping with the coupon?

Yes, if you want the order total to equal out to a $0 balance, then the arrangement would need to be $44.50 plus the $15.50 for delivery and that would leave a $0 balance.

You can do either. The Groupon is good for arrangements, stems, bunches, plants etc. and can be used in the store or over the phone.
