You can use it as soon as Groupon sends you the Groupon, which I believe is 24-48 hrs after purchasing. Please call the hotel for date avai. Thanks

Yes you will have to pay the 12% tax upfront at check in which is $5.80 per night and then an additional $20 will be held on your card incase something happens. This is just a hold not a charge.
