Check out is 12 p.m. The hotel has valet parking available for an additional $35 per day (24hrs) for standard-sized vehicles; does not include in-and-out privileges. The rate for parking is for 24 hours from the time you checked your car in, it does not matter what your checkout time at the hotel is. You may call the Parking lot (Central Parking) to find out what their fees are for leaving your car passed the 24 hrs at 212-563-1131 .

I am giving this as a gift I have picked a date for them to go. If for some reason they can not make it on that dat can they call the hoterl to reschedule as long as it is at least 48 hours?

If they need to cancel their stay, they'll be able to as long as they do so at least 48 hours before their stay. Cancellations (and refunds) will be allowed, though you will not be able to reschedule.

Hello, You can not have three people on the View Room because the maximum occupancy is two people, but for the Tower Suite since the maximum occupancy is four people, you can either contact Groupon to add the third person for an additional fee, or you can wait until you check-in at the hotel and pay the additional fee at check-in.
