This may be a silly question, but what is the difference between jeggings and leggings? Also, I am VERY tiny, 4'10". When you give the measurements, is that what they stretch to? In other words, my waist is 23½...would a small be TOO big for me? In some brands of leggings a small fit me just fine, (in some brands they were fine after a washing or 2). Do you think I can take a gamble on these or should I pass?
