How many come in a set? Also, if I want to reverse the pad, does the adhesive tape come off?

Sorry for the confusion! You can purchase these is sets of 1 or 4.
The treads can be removed and reapplied to the adhesive without a problem.

what does "reversable" mean ? If they are reversable , how do they adhere to indifidual steps ? will we need to purchase non-slip rug backings to accomodate ?

Reversible means that you can display either side of these treads.
To adhere the treads to your steps you can just purchase the adhesive kit also available.
