We will not be shipping you the product. The cost of shipping will come from Goupon, however the ad says "Free Shipping." This pencil sharpener does not have replaceable cutters. The Bostitch models with replacement cutters are the EPS11HC and EPS14HC. It varies on the amount of use of the sharpener to determine the cutters becoming dull. There is no set time that this will happen.

Does it have an on/off switch or do you need to unplug it when not in use?

This unit does not have an on/off swtich. However the unit will not run unless a pencil is being sharpened. It also has MagnaSafe technology on the shavings try. This will shut down the motor when the shavings tray is removed. Please let us know if you have more questions. 1-800-343-9329

Yes it will sharpen Laddie pencils with a diameter of 11/32. Here are the diameters that the Bostitch SuperPro dial has: 11.5mm, 9.3mm, 8.3mm, 7.2mm, 6.8mm. Please contact customer service if you would like more infomration 1-800-343-9329
