I'm not interested on having a haircut but instead I'd like to have partial highlights plus lowlights for some nice dimension and since my hair is too light right now but dark roots. Can I get this done with the partial service?

The option for Partial highlights refers to coloring the top and sides of your head only (whether it is one color or 2). If you need color on all of your hair, opt for the "Full" option.
