Can I buy the coupon and get a 140.00 credit towards any amount or do I have to use the coupon towards merchandise that costs 140.00 or less. There is a ring that costs $700.00. Can I buy the coupon for $ 60.00 and deduct 140.00 off the 700.00 price?

The Groupon just acts as a gift certificate, so you pay the $60 today and get a Groupon voucher for $140 which you apply toward your total purchase. So you are correct. If you want something over the $140 then you will just pay the difference.
