I'm sorry, what does "tires must be on wheels" mean? Aren't the tires the wheels? My tires are not on rims, can you change those out?

Hi Again, It says on the website "Tire Changeover - $64.99" which is what I assume this deal is for. In the description it says: •Tire Changers will mount your seasonal tires •Air pressure top-ups on all tires •Lug nuts are always double-torqued •Complimentary Tire Wear Indicator Gauge with every visit What is the difference between that and the "On-Site Tire Changeover" for 39.99?

Weekdays are Monday through Friday. The business is open until 9:30pm M-F and 8pm on Saturday and Sunday. I hope this helps!
