It says "not valid for happy hour". Does that mean "not valid for items on the happy MENU" or "not valid during the happy hour HOURS"?

The happy hour menu is only valid during happy hour, so neither are valid.

Sorry, you misunderstood the question. I want to know if I can use this offer to purchase items on the regular (non happy hour) menu, during the happy hour period (4pm-6pm).
