You get a voucher worth $20 for $10 (or $40 for $20). That is where the value is derived.

No, this is only valid for lunch. Yes, you can apply the value towards the food. Groupons are not valid with other offers or specials, so you could not purchase discounted food at happy hour--you would pay the normal price.
