As long as there is a parental guardian during the treatment and the parent and child understand the pre/post care instructions. I've treated girls around your daughters age before for the same reason, but PLEASE be aware that laser hair removal is not painless, and the upper lip can be a sensitive area. We use gel and cooling to make the treatment as comfortable as possible and the treatment itself is fairly quick. Also, if she has not hit puberty, you don't want to consider this a permanent fix. Once the hair follicles that are treated and killed, they're gone for good, however with hormonal changes (puberty, menopause), there's a chance for new hair growth.
