In this deal for Dar Salam- Concordia, the fine print states "Must purchase 1 food item." If I spend $13.00 for a voucher worth $25.00, does this mean that not only do I have to use the entire $25.00 value in one visit, but I must also buy another food item?

Sorry for any confusion. The Groupon value must be applied towards at least one food item, as the value cannot be used towards beverages alone. You do not have to purchase an additional food item in order to redeem this Groupon.
