I gave it as a gift to my mother she’s very excited but it took forever to get now I’m not so sure we can even plant the bulb because it’s been so cold already .... no instructions in package at all

Received the cutting in September with but it didn’t have any roots attached. Planted it anyway in the fall and there are still no roots. It looks like it’s dead. I’m very disappointed because I really liked the looks of the peony and hoped it would develop roots.
