Charm City Animal Rescue places stray and neglected animals in a network of loving foster homes until they are ready to be adopted into a permanent home. The organization places a special focus on animals who are sick or have stayed for extended periods of time in other shelters, helping to restore their health, prepare them for adoption, and prevent unnecessary euthanasia.
While pets in foster care, Charm City funds spaying or neutering, vaccinations, and food. During the time of year when animals begin breeding, the amount of stray kittens and other pets increases dramatically. The increased volume of animals can put a financial strain on Charm City Animal Rescue.

In 2007 Michelle Ingrodi found a kitten lying abandoned in a gutter. At that moment, she decided to work for rescues around the city, and shortly thereafter founded a rescue to get kittens out of feral colonies and off the streets. Charm City Animal Rescue represents a network of volunteer animal lovers and foster families who work together to rescue and socialize homeless animals. They spay or neuter companion animals they find on the streets, provide all of their shots and medical care, test them for aggressive behavior, and place them in permanent adoptive homes.
