I have diabetes and take Insulin and Victoza with other diabetes medications because of this I do not heal well. I also have chronic gum disease (for very many years). In addition, I have Lichen Planus in my mouth (both inside cheeks and along some of the gum areas on some teeth but not on the tooth that needs an implant). Would any of these conditions cause me to be a "non-candidate"?

Having these health issues dose not automatically rule out implants. Patients with diabetes would need to have their diabetes under control and within a stable range. Having chronic gum disease may be a concern if it has not been treated and maintained well.
