When the fine print says the expiration is August 30, 2013, does that mean the offer expires August 30th, or the tickets expire August 30th?

What is the price for 1 adult with 2 small children (ages 1 and 2)? The website says "Lap children under the age of 3 are free." But realistically, both kids will not be sitting on my lap. The one year old will sit on my lap and the 2 year old will have her own seat.
