Yes, 17 year olds may take the course. They would need a valid driver's license or permit.

and students may qualify for a motorcycle-license-test waiver upon completion. What do you mean may qualify by taking the class you either due or you don't, You either passed or you didn't.

A:

Upon completion of either the BRC or BRC2, most States will waive a portion of your testing for your motorcycle endorsement. Colorado will waive both riding and written. Mississippi will waive the riding portion.
