What is the "new members only" rule if you are going for the annual membership? What if you canceled your old membership awhile back, what is the period where you are considered a "new member" again?

For the 18 holes/cart for 4 deal.. can a tee time be made any day (weekday or weekend) as long as the round is played prior to 7/3/13? Are there any other restrictions on tee time as far as time of day, etc? Thanks
