Groupons are not valid for tax or gratuity. You are taxed on the non-discounted (i.e. full) value of the offer.

The value of this offer is $42.98, cost $25 for lunch. Company website offers lunch for $10.99. What do they charge for wine or beer? $9 at lunch?

This offer is valid for lunch or dinner and the value is based on the most expensive dinner buffet ($17.99 per person). You would be getting maximum value if you use the Groupon for dinner, less so if used for lunch. That is why we state "up to" when stating the value. I hope that helps!
