Ultimately, I got what I paid for (smog check w/ certificate), but there were a few things that made it a little shady: 1) the fine print says you have to call to make an appt, but I tried several times and no one ever answered the phone. This turned out OK bc there was no line when I went, but that might be because it was pouring rain. Then when it was done, the guy asked for $10 to pay for the certificate. I told him I thought it was $8.25 and started to look for the Groupon to show him, but he quickly said, "Yeah you're right, it's $8.25." Was he trying to swindle me? Unclear because he seemed honest, but I thought it was strange and would have overpaid if I hadn't read the fine print before.
